Carmichael is an unincorporated Sacramento County community of 79,793 people (2020 census), begun in 1909 as Daniel Carmichael's colony on the old Rancho San Juan grant. Its median home was built in 1972, the oldest of the suburbs we cover, and with no city government, right-of-way permits come from Sacramento County.
Carmichael is gently rolling terrace ground at about 125 feet that drops to the American River bluffs and the Parkway along its southern edge, past Ancil Hoffman Park and the Effie Yeaw Nature Center. Soil survey units mapped here include Fiddyment, with a duripan about 71 centimetres down, Orangevale complexes, and Kaseberg, a shallow soil whose duripan can be only about 46 centimetres, or a foot and a half, below the surface. Down on the river terraces the survey maps Rossmoor fine sandy loam and flood-prone Xerofluvents. A hardpan that close to the top means little room for a gravel base under a slab and slow drainage after rain, which is why settled and tilted patios are common on older Carmichael lots.
The housing here is post-war and mid-century: 18% built in the 1950s, 22% in the 1960s and 27% in the 1970s, according to ACS 2020–2024 data. Along Fair Oaks Boulevard, Marconi, El Camino, Manzanita, Walnut and Winding Way, that means driveways, garage slabs and back patios that are 50 to 70 years old. Only 52% of homes are owner-occupied, so a large share of Carmichael concrete belongs to landlords. For a rental between tenants, a coated garage floor or a resurfaced driveway is often the faster, cleaner choice than demolition and a new pour.
Carmichael has no city government, so the County’s Site Improvement & Permits Section issues encroachment permits for right-of-way work. Sacramento County does not have its own concrete repair crew. When a public sidewalk is lifted, SacDOT patches it with asphalt and the permanent fix waits for a contracted repair project to reach that location under the County’s 1992 curb, gutter and sidewalk policy. An owner who does not want to wait can repair the sidewalk with a permit. Coatings here are regulated by the Sacramento Metropolitan AQMD under Rule 442, the same rule as in the cities around it.
Old slabs on shallow hardpan usually need crack repair and sealing and a check of drainage before any overlay. After that, common projects are driveway resurfacing, garage floor coatings for rentals and long-time owners alike, and patio and walkway resurfacing on mid-century backyards.
