Concrete Resurfacing in Elk Grove, CA

Elk Grove became a city on July 1, 2000 and had 176,124 residents at the 2020 census, the second-largest city in Sacramento County. About 77% of its homes were built in 1990 or later, and much of that housing sits on San Joaquin and Galt soils with a hardpan or dense clay layer underneath.

Two Soils With a Layer Underneath

Elk Grove was farmland on the flat valley floor between I-5 and SR-99, with the Cosumnes River and the Stone Lakes wetlands to the south and west. The soil survey units mapped here include San Joaquin silt loam and Galt clay, both formed in alluvium washed down from mainly granitic sources. San Joaquin is an Abruptic Durixeralf with a dense layer about 38 to 58 centimetres down, which is roughly 15 to 23 inches under a patio. Galt clay is a Durixerert, a cracking clay with linear extensibility of 7.5 to 9.9% and a duripan about 81 to 97 centimetres down. Redding and Bruella soils also turn up in the survey sample. For a slab, that means expansive clay sitting on a layer water cannot drain through quickly.

A City of 2000-Era Tracts

The median Elk Grove home was built in 2000. According to ACS 2020–2024 data, 37% of homes went up between 2000 and 2009, 27% in the 1990s and 13% since 2010, across Laguna, Laguna West, East Franklin and Sheldon. Those garage floors, back patios and two-car driveways are now 20 to 30 years old, the age when broom finishes wear thin, control joints open up and oil stains set in. Older houses cluster around Old Town on Elk Grove Boulevard. At 74%, Elk Grove has the highest owner-occupied share of any city we cover, which usually means owners planning work on houses they intend to keep.

Frontage and Front-Yard Questions

The City has placed sidewalk upkeep on the owner under Municipal Code Chapter 12.05, and published summaries of that chapter extend the duty to the planting strip and driveway approach; confirm the scope for your lot with Operations and Maintenance before relying on it. Sacramento caps front-yard paving at half the setback, but we have not confirmed whether Elk Grove’s zoning in Title 23 has a similar limit, so check before adding width to a driveway.

What Elk Grove Homes Usually Need

Tract garages are the most common start: garage floor coatings go over sound 20-year-old slabs, and floor coatings in Sacramento County are held to 100 g/L under SMAQMD Rule 442. On Galt clay, crack repair comes before any overlay. Faded exposed driveways take driveway resurfacing, and backyard pools from the 1990s and 2000s are reaching the point for pool deck resurfacing. North on SR-99, Sacramento has much older slabs on different ground.

Elk Grove Concrete Questions

Why do patios and driveways crack so often in Elk Grove?
Much of Elk Grove is mapped by the USDA soil survey as San Joaquin and Galt soils. Galt clay is a cracking clay with high to very high shrink-swell, and both soils have a dense or cemented layer (hardpan) within a few feet of the surface that slows drainage. Soil that swells in wet winters and shrinks in long dry summers moves slabs, which is why cracks need to be assessed before any overlay goes on.
Who maintains the sidewalk and driveway approach in front of my Elk Grove home?
Generally the property owner. The City of Elk Grove says maintenance and repair of public sidewalks is the owner's responsibility under its Municipal Code and the state Streets and Highways Code, and the City's Operations and Maintenance Division can inspect a location and notify owners of problems. Ask the City how far that duty extends at your lot, for example to a planting strip or the driveway approach, and get an encroachment permit before any work in the right-of-way.
