Citrus Heights incorporated in 1997 and had 87,583 residents at the 2020 census. It is a 1970s city: about 40% of its homes were built in that decade, the highest share of any area we cover, so many of its patios, pool decks and garage slabs are now 45 to 55 years old.

A sandy loam over a cemented pan does not swell like river clay, but rain that soaks in has nowhere to go, so the ground under a patio can stay saturated after winter rain. Low spots, downspouts that empty onto concrete and slabs that tilt toward the house matter more here than raw clay movement.
Add the 21% of homes built in the 1980s to the 40% from the 1970s and more than 60% of Citrus Heights housing went up within twenty years, according to ACS 2020–2024 data. The median home dates from 1977. That puts a lot of neighboring slabs in the same condition at once: original broom-finish driveways worn to aggregate, garage floors with decades of oil, and backyard pool decks whose surface texture has worn away. Along Greenback Lane, Sunrise Boulevard, Antelope Road and the Old Auburn Road corridor, near Sylvan Corners and Rusch Park, those 1970s ranch lots are the core of the work. About 61% of homes are owner-occupied.
The City’s General Services Department looks after curbs and gutters and handles sidewalk reports, while a driveway slab or patio on your own lot is your responsibility. Work in the public right-of-way needs a City encroachment permit; we have not confirmed how that applies to driveway-approach work specifically, so ask General Services before a job reaches the street edge. Sealers and coatings fall under SMAQMD Rule 442, where concrete and masonry sealers are limited to 100 g/L.
