Concrete Resurfacing in West Sacramento, CA

West Sacramento sits across the Sacramento River from downtown, in Yolo County, with 53,915 residents at the 2020 census. It is ringed by levees, much of it is mapped on very high shrink-swell river-basin clays, and sealers and coatings here fall under the Yolo-Solano air district.

The Heaviest Clays We Work On

West Sacramento is flat Sacramento River floodplain at about 20 feet, enclosed by levees along the river, the Deep Water Ship Channel and the Yolo Bypass. The soils reflect that: survey units mapped here include Willows silty clay loam, a sodic Endoaquert with linear extensibility of 14.6%; Myers clay, a Haploxerert at 12.5%; Sacramento silty clay loam at 13.7%; Omni silty clay loam; and Riz loam, another sodic soil. All of these rate very high for shrink-swell. The exceptions are Lang sandy loam and the “Made land” along the river. Of every city we cover, these basin clays move slabs the most. A crack here is often still active, and an overlay poured over a moving crack will simply crack again in the same place.

Broderick and Bryte, Then Southport

The city’s housing comes in two waves. About 19% of homes were built in the 1950s, in Broderick, the original Town of Washington, and Bryte. Then 29% went up between 2000 and 2009, mostly in Southport (ACS 2020–2024). The median lands in between, at 1987, and about 60% of homes are owner-occupied. A 1950s Broderick driveway on Myers or Willows clay has had seventy years of seasonal movement and can show it in heaved panels and wide joints. A 2000s Southport slab is younger and usually sound, so the question there is a coating or decorative finish rather than repair.

Yolo County Rules

West Sacramento is in Yolo County, so it answers to different agencies than the city across the Tower Bridge. Sealers and coatings are regulated by the Yolo-Solano AQMD under Rule 2.14, revised May 8, 2024. Its limits for concrete products match Sacramento County’s, including 50 g/L for driveway sealers; the difference is the district that enforces them. Encroachment permits for sidewalks, curb and gutter and driveways come from the City’s Development Engineering Division, and we have not found a published City policy on who pays for sidewalk repair, so ask the City before planning work at the street.

What West Sacramento Slabs Need

On the basin clays, crack repair and sealing with an assessment of movement comes first. Older Broderick and Bryte lots often follow with driveway resurfacing or a patio overlay. In Southport, garage floor coatings and stamped overlays are more typical. Across the river, Sacramento has some of the same clays under City of Sacramento rules.
